Homeland Security Grants Available for New Jersey Organizations

What Is the SHSP?

The State Homeland Security Program (SHSP) is a federally funded initiative designed to help state, local, tribal, and territorial governments build and sustain capabilities to prevent, protect against, respond to, and recover from acts of terrorism and other hazards. In New Jersey, OHSP coordinates these grants to support a wide range of preparedness activities.

The NSGP is a competitive federal grant program managed by FEMA and DHS. It provides funding to nonprofit organizations that are at high risk of terrorist or extremist attacks. The goal is to enhance security through physical improvements, cybersecurity upgrades, and preparedness activities.

  • Statewide (NSGP-S): $137.25 million


Organizations located in designated high-risk urban areas apply under NSGP-UA; others apply under NSGP-S.

Application Process

Applications are submitted through the New Jersey OHSP, which acts as the State Administrative Agency (SAA). OHSP compiles and submits applications to FEMA on behalf of eligible nonprofits.

  • Preparing an Investment Justification
  • Registering with FEMA GO and obtaining a Unique Entity Identifier (UEI)
